Possibly...that
would prevent teen pregnancies, but disease is still out there. And
it seems that people are less likely to use "protection" during
oral sex than penetrative sex. It really all depends on a number of
factors.

Yes, on a
couple occasions I have. Each time, I was offered oral sex in return,
but declined due to not shaving, therefor not feeling comfortable enough.

Really, I
couldn't say. I once talked about statutory rape laws with a friend
who said that they were needed in order to protect children who have
been molested. I think all laws concerning sex need reform...there's
a big difference between consenting, and being forced or coerced. At
this point, most people don't believe that anyone (specifically girls)
are able to think for themselves and make their own decisions, and that
when they do consent it's in order to please rather than be pleased,
which isn't always the case....and I would know!
